New York City's right to regulate law firms if they act as debt collectors has been upheld in a long-running litigation battle by a decision in the Second Circuit Court of Appeals.

The latest decision, in Eric M. Berman, P.C., Lacy Katzen, LLP  v. City of New York, et al, pushes the case back to the US District Court for further consideration. The case resolves around a law (Local Law 15) that was passed by the City of New York in 2009 requiring collection lawyers to obtain licenses as collection agencies and to follow a set of new rules. Two law firms, Eric M Berman and Lacy Katzen, held that the City of New York had no right to regulate the profession in the city. Source: Inside Arm
