The South Africa Civil Aviation Authority - which enforces the rules - accepts that the rules were rushed out in order to meet 'a growing demand to regulate this sector'. In contrast, Japan is planning a one-year prison sentence for people who fly drones in residential areas and Singapore has introduced a five-year penalty for carrying dangerous materials.
