The ex-minister, Lawrence Masha said that efficient justice delivery was only possible if each individual lawyer adhered to set guidelines including aspiring for personal higher morals. Addressing the Law School of Tanzania, Judge Thomas Mihayo warned lawyers not to be 'too ambitious' and advised them to keep to the narrow path and work hard lest they fall into corruption amongst other things. The judge also said the shortage of judges was a challenge with the High Court of Tanzania having only 80 judges and the Court of Appeal 15 judges serving a population of millions.
