Raphael Mgaya is a Partner at Jurisolutions and Associates, a leading law firm based in Dar es Salaam in Tanzania. Raphael has over eighteen years’ experience, mostly in the oil and gas industry. He has participated in various high-profile projects as legal expert, negotiator and legal advisor in both the public and private sector. As a Senior Legal Officer for the Tanzania Petroleum Development Corporation (TPDC) (from 2010 – 2015) Raphael was involved in major projects in the United Republic of Tanzania, including the Tanzania LNG Project, the East Africa Crude Oil Pipeline (EACOP) Project, and the Mtwara/Songo Songo to Dar es Salaam Pipeline Project. Between 2015 – 2026, as a senior Legal Officer at the Ministry of Energy, Raphael participated as a legal advisor in the negotiation for the Inter-Governmental Agreement between Uganda and Tanzania. He also advised on the arbitration case between the Government of Tanzania and Standard Chartered Bank of Hong Kong, the matter which was before the ICC. Also, Raphael acted as local counsel in the arbitration cases between Diamond Motors Limited v. North Mara Gold Mine Limited and Lumwana Mining Company Limited v. Hansa Limited, the latter a case before the LCIA.
