Mr. Alqemlas has a Bachelor of Law and Sharia from Kuwait University (1985), and has undertaken training courses at the State Council in Egypt and at the School of Management in France. He speaks and writes Arabic and English. Mr. Alqemlas has worked as an international arbitrator and mediator. His work experience includes preparing legal claims for hearing before United Nations committees regarding compensation claims for Kuwaiti companies. In addition, he has managed legal teams working on: cases resulting from the investment crisis in London, Spain, Switzerland and other countries; arbitration cases on behalf of the Kuwaiti government before international arbitration bodies; and foreign cases on behalf of the Kuwaiti government in England, Switzerland and other countries. Mr. Alqemlas was an assigned member of Fatwa to the Kuwait Investment Office in London from 1993 to 2012. In addition, he is the Deputy Director of Foreign Affairs and Arbitration.
