The head of the treaty department of the foreign office, Xu Hong, called for more help in tracing fugitives and in recovering stolen assets. He spoke of the cumbersome procedures of some parts of the west and said that some judges 'in some countries' might have prejudices against China.

The Chinese programme to follow these people, Operation Fox Hunt, comes out of President Xi Jinping's clampdown on corruption in the two years he has been in office. The US and Canada have sent back suspects to China.
