New York is hoping to increase the amount of litigation that passes through its courts. But Lanier Saperstein, a New York partner in Dorsey & Whitney, said: 'This is a particularly unfriendly bill to foreign business.' As well as the New York Bar Association, the Business Council of New York State opposes the move. Foreign organisations are concerned about carrying out litigation in the US where the burden of the discovery rules can make the process particularly costy.
