Telefonica plans to buy out competitor E-Plus for €8.6b ($11.8m), and the move has regulators nervous that prices will rise if Telefonica acquires its competition. The Spanish telecoms giant agreed to give the fabricated rival a small amount of higher frequency spectrum; the offer is equivalent to a seventh of the spectrum that Telefonica holds.
