Mark Benavides was arrested this week. He was also accused of taping some of the sexual encounters. The accusations against him include claims that he had sex with his victims on occasion at the Behar County Courthouse. A detail that has been used for corroboration is a claim made by two alleged witnesses and one alleged victim that Mr Benavides has the tattoo of a set of scales on his back.
