Kelly Tymburski

Kelly Tymburski is the Managing Director of SPR Advisors and a Senior Legal Consultant based in the United Arab Emirates, where she has been practising since 2007. A dual-qualified legal professional (Barrister and Solicitor in Ontario, Canada; Solicitor in England and Wales), she has extensive expertise in telecoms, media and technology (TMT) legal advice and related international regulatory and commercial matters. Kelly advises on the full scope of TMT issues, including technology and telecoms contracting, data protection, e-commerce, media, advertising, and licensing matters. Kelly regularly advises private sector clients (including major financial institutions, insurance companies, universities, ICT companies and health sector organisations) on privacy and data protection inquiries for the UAE and wider Middle East region, covering both federal/national and free zone legal regimes, as well as extra-territorial implications of the EU General Data Protection Regulation (GDPR). Her advice covers all aspects of data processing (for example, compliance considerations when implementing new information management solutions, consent mechanisms and offshore data transfers). Kelly has also advised government and regulatory authorities on the development of data protection regimes and policies in the Middle East. She regularly speaks at industry events and forums on regional data protection issues and developments. Kelly has been ranked as a “Leading Individual” and top-ranked lawyer in the United Arab Emirates for TMT (Legal 500 and Chambers Global).
