Manuel Guadarrama is a legal advisor at the Center for Alternative Mechanisms for Conflict Resolution of the Federal Judiciary Council and University Professor at the Autonomous Institute of Technology of Mexico (ITAM) and the Center for Higher Studies in Public Management (CES). He holds a law degree from ITAM and a master’s degree in public policy from King’s College London. He teaches courses in Administrative Law, Public Management, and Legal Discourse.
Previously, he served as Coordinator of Government and Public Finance at the Mexican Institute for Competitiveness, Coordinator of the Civil Society Organizations Nucleus for Open Government in Mexico and was a parliamentary advisor in the Chamber of Deputies of the Congress of the Union. He worked as a consultant for the International Finance Corporation of the World Bank and the Federal Economic Competition Commission. Additionally, he was a researcher at the Center for Public Law Studies at ITAM and is an active member of the Board of Directors of Bloomsbury Policy Group.
His main research topics include administrative law, institutional development, public management, public finance, anti-corruption, and alternative mechanisms. He has published various pieces in journals, online portals and the press. He is a co-author of the book “The Social Value of Public Information,” published by the Institute of Legal Research of the National Autonomous University of Mexico. He is also a columnist for El Sol de México of the Mexican Editorial Organization.
