Chinese regulator likely to flex muscles on Qualcomm fine

The world's biggest chip maker for cellphones, Qualcomm, looks set to be hit with a record fine in China of over US$1b in a sign which will worry other foreign businesses.

The San Diego-based company is in discussions with China's NDRC (National Development and Reform Commission) which began an investigation into the company last year. Qualcomm recently said it was unclear about the basis for the investigation. Yee Wah Chin, New York-based competition specialist at Ingram, Yuzek, Gainen, Carroll and Bertolotti, said: 'It is, in some ways, a game of chicken. While the [fine] money may be very attractive to the NDRC, they would also be happy if Qualcomm were to make all sorts of commitments regarding its technology and the licensing of the technology.'
