While the EU register is voluntary, nearly 6,000 organisations have signed up to it in order to declare that they are involved in lobbying in the EU and with EU officials. According to EU Obserserv.com, 'some of the most powerful and lobby-intensive US law firms are still missing'. Both Covingtons and Baker Botts were the subject of an International New York Times article this year in which the newspaper said they were lobbying in ways which would not fit in with rules applied in the US.
