Cephas is a founder and Managing partner at Birungyi, Barata & Associates. He is an Advocate of the High Court and a registered Tax Agent with URA. He heads the East African Law Society Tax Cluster and is a member of the IBA Tax Committee. With over 37 years of tax and legal expertise, he served as the Deputy Commissioner of URA and represented Uganda in negotiating and drafting double taxation agreements with several countries. He was instrumental in drafting Uganda’s ITA and Tax Appeals Tribunal Act. He has over the years been recognised as the best tax lawyer in Uganda.
