Samuel Chang is a partner at Cleary Gottlieb, where his practice focuses on cross-border foreign investment and national security matters. Sam advises clients on a broad range of complex regulatory issues, including economic sanctions, export controls, and inbound and outbound investment regulations such as CFIUS and global foreign direct investment. He has experience representing leading companies, sovereign and state-owned entities, and individuals in high-stakes transactions and complex regulatory compliance and enforcement matters. Sam regularly appears before OFAC, CFIUS, the Bureau of Industry and Security, the US Departments of Justice and State, and other regulators, and has handled sensitive internal investigations.
