‘We’re in the second era of the space program,’ he says. The ending of the 30-year space shuttle program meant that NASA became less influential and private companies such as Boeing began playing a greater role. Many issues have yet to be worked out, says the Jones Day senior telecom counsel. How might disagreements between astronauts be resolved, for instance? Or damage to satellites caused by space debris?
