Kodex Global has hired ex-FBI general counsel Brad Brooker as its GC, a newly created position at the company.
Brooker joins from Holland & Knight where he was a partner in its national security and defence practice. At Kodex, he will oversee all legal matters for the business.
Boston-headquartered Kodex helps transfer data held by companies to government agencies and other investigators securely.
Matt Donahue, co-founder and CEO of Kodex, said: “Brad spent 17 years on the hardest questions in this space: how the government gets the data it lawfully needs, and how everyone’s privacy survives the process. Nobody alive has spent more time earning trust on both sides of that line.”
Brooker arrives after a year-and-a-half at Holland & Knight, having previously headed up the FBI’s legal team. He initially joined the FBI as deputy GC for national security and cyber law in 2021, before becoming GC in 2024 – a role he held for a year.
Prior to that he spent more than 13 years in the Office of the Director of National Intelligence, five of them as principal deputy GC.
He previously worked in private practice at Goodwin Procter and Zuckerman Spaeder, as well as holding clerking positions with US District Court judge Reggie Walton and DC Court of Appeals judge Eric Washington.
Brooker said: “Speed is critical to a law enforcement investigation. When lawful requests stall, crimes don’t get solved. The rails also help make sure legal demands are compliant on the front end, so companies aren’t handing over data to invalid or over-broad requests.
“Having spent much of my career in the national security community, I see this as a natural extension of what I’ve long been committed to: protecting the integrity of the law enforcement process and the privacy and security of the sensitive data it depends on.”
In other recent government services-related in-house moves, last month Ericsson Federal hired Melissa Milstead as chief legal officer, a newly created position. She was previously head of compliance for the Americas at the wider Ericsson group.
And in June, US government defence contractor DCS hired Rick Castiglia as GC from Cubic Corporation, replacing Curtis Schehr in the role.
