Chief Justice Mogoeng Mogoeng was acknowledging the unpopularity of the bill with parts of the legal profession and some judges. He said: 'My suspicion is there may even be litigation about the Legal Practices Bill because there are concerns about the role of the minister [of justice].' The bill reduces the power of the legal profession to regulate itself. One point of controversy is that a seven-person Legal Practice Council will have three members who are are appointed by the justice minister.
