The 100-page report has just been obtained by The Washington Post through a freedom of information request. It is called the ‘Report of the Special Counsel concerning allegations of professional misconduct by the Office of Independent Counsel in connection with the encounter with Monica Lewinsky on January 16, 1998’.
Hysterical but focused
She was taken to a hotel room and questioned for over 12 hours, mainly by Michael Emmick of the Office of Independent Counsel (IOC). The report concludes that, while no professional misconduct occurred, Mr Emmick ‘exercised poor judgment and made mistakes in his analysis, planning and execution of the approach to Lewinsky’. The report says: ‘For nearly twelve hours, the OIC lawyers were in a hotel room with this hysterical but very focused young lady who….resisted to the end their attempts to persuade her to cooperate.
