Reforms to the legal system which have just been voted in also include the abolition of the highest tier of the commercial court. Businesses and lawyers have been dismayed by the changes. One anonymous senior official in a local arbitration court told The Financial Times: 'Getting rid of the highest organ will severely weaken the system of commercial courts.
