A package of reforms announced by the French economy minister has fallen short of ending the monopoly although it promises to make France a more efficient place to do business in. The minister, Emmanuel Macron, is due to give more details next month on a range of measures including transport, retail, easing curbs on employee share ownership and some aspects of the legal profession.
