It is claimed that the law would clear the fraud laws only if the prime minister Stephen Harper says that he was aware of the donation. But, commenting on the issue, former parliamentary law clerk Rob Walsh believes that the prime minister is unlikely to want to involve himself in the 'shenanigans' that are now the subject of legal action in Ottowa. Mr Walsh says: 'He can’t say that. He would then be publicly responsible for the shenanigans that were going on. That’s a political problem for him.'
